Binghamton Street Railroad is formed by a merger of the Washington Street Asylum and Park Railroad, Binghamton Central Railroad and City Railway.

В январе 1888 г. в городскую управу поступило заявление от жителя Тифлиса И. С. Корганова c предложением об устройстве Авчальской линии конки, соединяющей вокзал и памятник Воронцову по кратчайшему пути – ул. Молоканской (ул. Дадиани) и Авчальской (ул. Читайя и Чикобава). Согласно договору, управа сначала предложила реализацию этого проекта бельгийскому обществу. Общество сочло этот проект невыгодным для себя, и управа отдала концессию на постройку и эксплуатацию Авчальской линии Корганову. Движение по Авчальской линии открылось 27 октября 1889 г. Для эксплуатации линии был выстроен новый парк. Плата за проезд по линии составляла 5 коп. Так в Тифлисе появилось второе предприятие конки.
