В Германии любой лишний человеческий труд может обойтись очень дорого. Однако это не мешает использовать управляемый людьми "шлагбаум" при любом подобном ремонте трамвайного полотна, чтобы таким образом предотвратить несанкционированный заезд автомобилей на ремонтируемое трамвайное полотно.

Да, все три человека на снимке – операторы таких "шлагбаумов", за которыми закреплена лишь эта обязанность, при этом эти рабочие получают зарплату.
Тот же Брюссель вроде уже давно изобрёл специальные трамвайные барьеры (https://imgur.com/a/Qx0uVy9), но учитывая уровень бюрократии, в Германии таким изобретениям наверняка потребуется куча согласований.

The tram barriers in Brussels (of your film) are old and not so ok as they look. The reason: damage from the wheels on the front and side of the cars. These weels are not only rolling but also (sometimes) bumping.
We had this system also in Antwerp and believe me: after some weeks and months (long works) all the trams had damages.

Now we're in 2025. The gates (barriers) open then with the same teleoperation as used for the switches and (traffic)lights. Always closed, and they open when the tram arrives (slowly) without touching it. No need to pay such workers... but: if the teleoperation doesn't work for any reason, then the tramdriver must go out of his tram and push a button to open the barrier. And if it's a general issue, then supervisors (to regulate the tram traffic) and a technical crew (to repair the defect) have to come to the spot. This cost is also quite high...

Страсбург от этих барьеров не далее чем несколько месяцев назад отказался, они были демонтированы. Вероятно, уже просто привычка, но на пути никто не выезжает в том месте, где эти барьеры были установлены.
