A number of high-floor Esslingen GT4 trams are still hypothetically available for service. At the same time Halberstadt has an obvious shortage of regular service low-floor trams, since they have only 5 Leoliner Fahrzeug-Bau Leipzig NGTW6H trams, while exactly 5 trams are required for service on weekdays.

Unfortunately whenever low-floor cars are out of service due to maintenance, the local undertaking would rather send out a substitute bus in mixed service with trams. True, the bus is low floor. However, such arrangement looks like a joke, since locations of some bus and tram stops do not exactly coincide. I am tempted to see persons with mobility issues running from one stop to another upon a sudden appearance of a bus in place of a tram, which all passengers are now expected to do with such an arrangement in place.

Разумеется, автобус низкопольный. Однако подобная организация скорее выглядит как злая шутка, поскольку расположение некоторых автобусных и трамвайных остановок не совпадает. Хотелось бы посмотреть как пассажиры с ограниченными возможностями передвижения, будут бегать от одной остановки к другой, когда вместо трамвая внезапно появляется автобус, что сейчас вынуждены делать все пассажиры.

This is due to bureaucratic measures: the deployment of a low-floor vehicle brings a bonus, to high-floor vehicles (less accessible) a blame or comment. That this particular measure is not practical: this does not matter in this context...
