Car 111 most likely is a spare tram, parked in the middle of the intersection on the segment of the junction that is not used in regular service.

It's too long ago for me to remember how this system worked and what that particular tram was or not doing there.

Car 118 operating on route 100 shown via your link, will go behind parked car 111 in this photo, and will continue to the left beyond the frame of this photo. It will then circle around the Gara terminus loop in the counterclockwise direction (behind the photographer's back), and will re-appear again from the right in this photo. It will then make a right turn, and will continue via route 100 to the city center, the same as car 104 in this photo.

Trams on route 101 and 104 circle around the Gara terminus in the clockwise direction, and therefore will appear on the left in this photo, make a right turn via the curve closest to the viewer, and will continue to the right beyond the frame of this photo.

This way the parked car 111 will never be in the way of regular service trams. Most likely it is an active spare, left here to mitigate service if needed. Or, of course, it could be a broken down car, which was able to make it into an unused section track.

The use of the busy Gara terminus loop in both direction of travel was a brilliant solution meant to mitigate capacity issues and vehicles throughput at this busy loop, served by routes 100, 101 and 104.
