It will cost more money (that the region doesn't have) to remove this and change the signals in the stations than leaving it like it is. The trams will running on the left hand: in this region, it's not so special or exceptional.

The line was fully operational to be inaugurated in September 1985. More so, a buffet had already been ordered and the guests had already laid out their finest suits.
This inauguration was cancelled a few days (and no more!) before.
The reason is a dispute between the two then operators.
The city was divided into 2 sectors (east and west), with SNCV (with trams and buses) operating in one sector and STIC (with buses only) in the other.
This also explains why trams have to drive on the left there. During the construction, the STIC required passengers to be able to board on the right, as their passengers were used to doing so with the buses. Since middle platforms were planned in the stations, the only option was to drive on the left when entering the STIC's sector. In the SNCV sector, trams run on the right and passengers board on the left...
The two transport companies made claims: the STIC demanded compensation from the SNCV for the loss of passengers (because of the sudden arrival of another carrier in their sector) and the SNCV demanded financial compensation from the STIC for the more expensive operating costs and the possible losses...
To complicate the matter further, constructions were envisaged with SNCV vehicles, STIC drivers, or SNCV trams that were going to be leased to the STIC, etc.
As they both could not agree, the inauguration was cancelled.
On 1 January 1991, Belgium changed its state structure and the two companies (SNCV and STIC) were merged.
Of course, it still took a very long time to settle the old disputes, but by then everything had been vandalised and there was no money to repair everything: so it took 30 years, but they did keep the line as usable as possible in all those years.

На самом деле в узких кругах метролюбителей история про "недостроенное метро Шарлеруа" известна ещё с начала 2000-х. На одном из ранних метрофорумов кто-то году эдак в 2003 выложил подслеповатые фотографии подземных станций, что породило бурное обсуждение. Другое дело, что была непонятна причина, почему же подземные (!) станции были брошены при высочайшей степени готовности. Это сейчас мы можем спросить у жителя Бельгии напрямую, а 20 лети назад такой возможности не было))))

Сейчас она достраивается. Просто этот заброшенный участок стали достраивать, и его откроют как линию М5 в 2027 году.

The state railways has nothing to do with the local trams. As explained above: if the trams are running on the left hand, this is just for the local bus passengers, who expect to enter a vehicle on the right side.
Stupid, indeed, but don't shoot to the pianist.
