The trolleybus system in Angren was planned as a part of the nationwide program initiated in 1995-2001 with a goal of providing every city in Uzbekistan with a population of 100,000 or more with trolleybuses. Work on the construction of the trolleybus system probably began in the late 1990s. The work was limited to improvements of some streets, as well as installation of some overhead support poles.
