I think this is the Verkehrs GmbH Stop (Insbucker Strasse), but I can't place the location exactly because I suspect the DDR-era building on the left is now demolished. Was there the Tramway Depot right behind photographer's back?

I hope locals will be able to answer this. I didn't note the name of the street in my notebook (of course: on paper in 1991...).
I visited also the depot but I can not remember how I organised that specific journey. Let's hope a local user can find the correct location.
For another photo a user suggested a street were never a tram was running...

I just confirmed via historic satellite images - there was a building on the left, but it was demolished between 2005 and 2010. This is definitely the Insbrucker Strasse Stop near the Depot.

I wonder if the truck on the left is the Russian army truck. There were a lot of Russian army vehicles on the roads in Eastern Germany in the early 1990s, before the army was gradually withdrawn.

The Russian Army was present in the former East Germany till 1994.
What vehicles the former East German army used, I have no idea.
Probably on the photo it was a Russian or a former East German truck.

Судя по стандартной армейской табличке "Люди" (сзади в левом верхнем углу) - да.

Он принадлежит ещё Советской Армии, СССР исчезнет только через полгода. Красно-белая эмблема на дверце и табличка "Люди" не оставляют сомнений в принадлежности грузовика.
